Ugandan President Yoweri Kaguta Museveni has stirred regional discussion after declaring that Uganda is “entitled” to access the Indian Ocean through Kenya. His comments, made during a public address this week, have drawn reactions from both governments and citizens across East Africa. President Museveni argued that Uganda, as a landlocked country, faces economic and security disadvantages without direct sea access. He stressed that the region should treat coastal access as a shared resource, comparing East African nations to apartments in a block where all residents share the compound. Museveni said Uganda’s lack of permanent sea access undermines export growth and long-term defense capabilities. He noted that while Uganda uses Kenya’s Mombasa port, the arrangements depend heavily on political goodwill rather than guaranteed regional agreements. He expressed frustration that discussions with Kenya about long-term sea access have repeatedly stalled due to changes in Kenyan leadership, saying each new administration restarts the negotiation process. In response, Kenya’s Ministry of Foreign Affairs downplayed the tension, affirming that Kenya already supports landlocked states through international conventions and continues to provide port access for Ugandan cargo. However, Kenya has not indicated any willingness to consider shared sovereignty or direct territorial access to the coastline. Museveni’s remarks quickly went viral on social media, with many Kenyans reacting humorously and treating the statements as political rhetoric rather than a serious threat. Others, however, urged caution, noting the importance of maintaining regional stability within the East African Community. Political analysts say Museveni’s comments reflect his long-standing push for deeper East African integration but warn that aggressive language about “future wars” could create unnecessary diplomatic strain. As discussions continue, both nations maintain normal operations at the Port of Mombasa, which handles the majority of Uganda’s imports and exports. No formal negotiations on a new ocean-access arrangement have been announced.
